The Chancellor has had a very busy time over the last few months and the Pre-Budget Report has probably not been at the top of his list of priorities. However, it seems reasonable to assume that a Pre-Budget Report will take place this autumn as usual. Indeed, it may be better to get the bad news out of the way quickly rather than to delay his announcements. So, what will the Chancellor say?
