Public enterprise commercialisation, restructuring and privatisation


What is it?

Many countries carry the historical burden of ill-conceived government investment in commercial and semi-commercial activities and organisations – so-called State-owned enterprises (SOEs) or parastatals. Even where public funding of such activities is justified, SOE managers often lack the managerial skills and commercial acumen of their private sector counterparts.


Over the last decade there has been an increasing commitment amongst both developed and developing nations to transfer the ownership and/or management of these activities back into the private sector and a wide range of mechanisms (privatisation, concessions, contracting-out, etc) have been developed to achieve this goal. At the same time there has been a widespread initiative to introduce more efficient performance-driven private sector-focussed management practices and techniques into those public sector organisations which remain under government ownership and control.

What we do

PKF has been closely involved in this process. Based on our significant experience as advisers to the UK Government on a range of privatisation mandates (including the Atomic Energy Authority, Property Services Agency, National Transport Laboratory, National Measurement Accreditation Service, Recruitment and Assessment Service, two Trust Ports and ten London bus companies), we have subsequently applied these “best practice” skills to advising relevant government authorities in developing nations and emerging markets on the orderly and transparent privatisation of many public enterprises. Similarly we have gained significant UK experience in the restructuring of public enterprises (advising utility regulators, benchmarking exercises, etc.) and have introduced these principles and practices to public enterprises (particularly utilities) in emerging market environments around the world.
