
Detailed below are summaries of recent private sector participation in public infrastructure (including PPP/PFI) assignments carried out by PKF-IPG.
- EU Accession Countries – Technical Assistance to municipalities: Financial and economic experts in a framework contract consortium providing technical assistance to the EC ISPA Programme and municipalities in developing, modelling and reviewing private sector participation structures for financing municipal infrastructure projects. 31 call-offs have been undertaken to date.
- Poland – PPP/PFI structuring advice: Design of transaction structure and evaluation of options for development of a new City Hall complex in a large city on the basis of Public-Private Partnership/Private Finance Initiative (PPP/PFI) and consolidation of municipal authority services in a single building. The proposed EBRD-funded € 40 mill. project includes transfer of multiple existing properties to private sector management as part of the financing package.
- Egypt – monorail development feasibility study: Feasibility study into proposed development of US$ 3.2 bill development of a 52km mass transit monorail line from central Cairo, via Giza and the Pyramids, to 6th October industrial city. The project includes the construction and operation of two hotels plus extensive above-station commercial and residential developments.
- Poland – road network planning: Review of City of Lodz proposed road system and street management improvements (including public transportation, street lighting and marking, traffic management and road safety) in preparation for development project to be financed by the EBRD.
- Czech Republic – PPP assessments for municipal infrastructural development: Economic and financial analysis of Public Sector Participation (PSP) arrangements for provision of water and wastewater services in Czech Republic cities of Plzen and Pribram. Assessment included review of financial arrangements, private sector operators’ profitability and impact of forthcoming EC funding.
- Poland – PPP/PFI analysis: Technical, legal, economic and financial analysis of PPP/PFI structures for financing an € 400 mill. project for development of water supply and wastewater collection/treatment system in Warsaw, the largest project of this kind in Eastern Europe to be financed by EU ISPA funds.
- Kazakhstan - monorail feasibility study: Feasibility study for development of public transport monorail system for Almaty to be operated on a concession basis. Study reviewed routing issues, passenger demand and pricing structures, technology assessment and operational and management aspects. Associated property developments (hotel/retail/office/residential) at station sites were also reviewed and computer-based financial forecasts prepared for combined project.
- Pakistan – Boot Assessment: Financial and economic analysis of proposed development of a new container terminal at Karachi Port and advice on proposed terms and conditions for Build, Own, Operate and Transfer scheme for the private sector construction and operation of recommended infrastructure.
- Slovenia – PFI roads maintenance advice: Financial modelling, affordability, VFM, bankability and deliverability analysis for proposed PFI-based road maintenance project.
- Phare Region – Evaluation of proposed EBRD support to municipal infrastructural development: Consortium leader for EBRD Framework Contract to provide technical, financial, institutional and environmental assistance in the evaluation of proposed EBRD support for municipal environmental infrastructure projects. More than 25 call-offs have been undertaken to date.
- Slovakia – EU-ISPA grants review: Review of ISPA Public Private Partnership Programme Grants in six municipalities for wastewater rehabilitation.
